Political Naruverse: It started with a vision…

Even though the most of us are easily enthralled by the flashy jutsus Ninjas possess in Naruto, there is a highly effective political structure in the background of the Naruverse that we tend to forget. Politics in the Naruverse is seen incorporated into all aspects of Naruto and I give tremendous props to Kishi for concocting a government for Konoha with such a great background story. The history of Naruto seems to be a large part of the politics of Naruto both internally and externally. In addition, the complex structure of how Ninja’s are trained is also part of the political structure of Naruverse and should be noted. I’d like to present to Shannaro a closer look at analyzing the politics of the Naruverse.

Politics: it started with a vision, and then some hope… Hope to make that vision a reality.
The vision was for peace in times of war. And with this peace, came Konoha and the other Hidden Villages.

Even though we should not trust Madara whom informed us on the history of Konoha, I can believe the historical aspects hold true. “80 years ago, the world was engulfed in a constant state of war,” Says Madara. He stated that Ninjas were nothing more than armed militia and was HIRED by countries to take care of battles and conflicts between nations. Gradually over time, these ninja clans were incorporated into the Nation and became part of society. This relationship between the ninja clans became a very powerful political structure of its Country.

The historical idea of having Ninja clans be hired is believable; the same as present day Mercenaries being hired to fight for a nation and getting paid to do it. Nowadays in the Naruverse, each Hidden Village has its own team of Ninjas which acts as the peace-makers, police force, army force, and all forms of militia. The power of this militia is what gives the Country its political power over the rest of the Countries and that is why the exceptional ninja abilities matters a lot for each country. The majority of a militant countries political power comes from its ninja’s ability to generate revenue into its country.

A ninja’s ability to generate revenue into its country is exactly what the Ninja missions are for. At first, it seems that the Missions are simply a harmless method to teach Ninjas their abilities. However, if you look carefully, the missions are methods of training soldiers to battle for a Countries political power. Everything from the D-rank missions to the A-rank missions; all the missions from a Hokage’s Desk is a method to evaluate the Countries political power. As we’ve seen, the missions can be simple from finding someone’s cat to defensively escorting someone to ensure his/her safety. However, the more successful Missions, the better status that Country has in terms of a military country. This can be seen easily through the Chuunin exams.

The Chuunin exams was a prime example of promoting politics. The Chuunin exams was no doubt an ageless tradition that was passed down from the warring years of clans and incorporated into a Olympic-like ceremony to boast political propaganda for a country and monetary gain. There is a link from the present day Chuunin exams to the warring years of being paid as militia; it was simply evolution. In the past, there was a direct agreement from one Country to the militia to complete a task; now, the Chuunin exams is a spectator-driven event for clients to decide what countries they will invest their missions on. The Chuunin exam was simply a method for Countries to get more clients to invest their country for military political power.

Each Country strives to become politically powerful by utilizing its resources to gain control of more territory, money, and political power. The quest for more political power prevents a country from becoming susceptible to attacks and total annihilation. Although the Chuunin exams seem to be directed towards militant countries, there are lots of other countries that do not focus on the military aspects. For example, the mission to protect the bridge-builder Tazuna was a mission that helped the Wave Country builds a bridge that would become a stepping stone for their trade industry. The Wave Country benefited by this act because they are predominantly focused on their craftsmen and artisans. Konoha helped the Wave Country in the international political atmosphere through building a bridge and saving their trade industry.

Different countries focus on their own method of achieving political power. Again, even though we are more familiar with the Ninja Country of Konoha, we must not forget the smaller countries that strive through alternative means. Whether it is through trade of resources, crafts, or industrial goods, or support through military power; the political structure of the entire Naruverse is very complex. From the historical references down to the civil governments of Countries, everything about the Naruverse is interwoven politically.
